The Herring vs. Anchovie debate

Which are better for Tagish Lake bridge? Some say anchovies give off a better aroma. We know that the Lakers are feeding on the fresh water herring passing under the bridge. I also know that my bait set up was a bit too big for the actual anchovie It did not allow for the wounded spiraling of the fish. Apparently you can pick up a free permit at Environment to jig for herring to use as bait fish. Any thoughts?
